the rule needs is showing that you have to have luck&that is unfair.anything that is not a part of the bunker should be removed whith out penalty

If there is a penalty for moving the ball when loose impediments are removed to identify it how does one identify the ball if it is NOT POSSIBLE to do so WITHOUT the loose impediments moving the ball as they are removed toidentify it? The situation seems somewhat analogous to that of moving sand and moving the ball w/o penalty provided the lie is re-created.
